and with all the other great cities of the world in a sister city relationship so dearly, we learn from each other, we send delegations to each other, we welcome each other to the city but in each and every instance, we are always thinking about ideas about how we can help each other and help regions improve, so i am excited to have met with the mayor just a few minutes ago to reaffirm our relationship and we'll sign that in a few moments to document that and to promise each other that we will continue this very great relationship and we could not have done it without the involvement of our private citizens, tom horn has led a fantastic group of volunteers on our sister city committee for paris and san francisco, and he's doing a marvelous job and this again reflects how our citizenry helps our city become a better city with these sister city relationships and again i want to thank you and the audience too who are volunteers in our -- i really, really thank you from the bottom of my heart for creating such a great part of our soul of our cities, and giving us the reasons why we can be an in
at it, we're putting in place an awful lot of things that shape what our city looks like in the future, how our city operates, how we interact with our city. as i started to think about that, i thought, you know, the number of major infrastructure projects going on in our immediate region now are probably -- there are probably more dollars and energy going into that than any time since bart was put through the city. you have the eastern span of the bay bridge. you have the transbay terminal. you have the central subway project. you have the improvement realignment of doyle drive. all of these things are part of the hard wiring of our city that is going to influence the way in which we all interact with it. over the last, say, five to ten years, we have watched as development and interest and people have moved south of market, into mission bay, below that we now that is continuing and we now have projects on the table like the pier 70 project, which ten years ago no one would have thought was a viable mixed-use project, because nobody went there. and that part of it is no longer true.
saw in the video, that promise of a project that is worthy of the city of san francisco, and this iconic site. so with that, i would like to thank mary felicia brown, eric young, the entire business times staff and making us part of this event. we're very, very excited to be adding another piece,' beautiful piece to the city's heritage. thank you. [applause] >> good afternoon. i also am not john newlin, and i have less hair than him. [laughter] is a pleasure to be here for the second year. there are fewer people here. that might be because it has been a good year. as audrey suggests i believe that is because of partnership is up. we want to be a police department that you are comfortable calling before anything happens with out fear of having us say, no, we are going to shut it down. we want to work with you to make it happen, but it means as safely as possible. certainly, alcohol always played a role as well as the age of the patrons, and on and on. again, please give us a chance to further develop the trust that we have been b
as black rock city. he is one of the original planners and architects. we are going to talk about the path of burning man, the future as well. before we jump into the question that had to do with what is going on, tell us about your new headquarters and how that came to be, why the move into the heart of san francisco? >> well, we were on third street, in what is left of san francisco's industrial district , and we got lonely, really. [laughter] we saw real estate values dropping precipitously. as far as we were concerned, that was a good thing because it enabled us to move into market street. the city had encouraged us to do so, too, as they were very much interested in revitalizing market, 6th and market, which is essentially part of the tenderloin. we thought there were a lot of opportunities there. we know something about making urban environments vital. given the present political move, people are open to new ideas. that is true across the country. our burners are being asked to come into centers of various cities for aetna. -- right now. whehowever, as soon as things gt better, they
. >> welcome to city hall. thank you for joining us. thank you for coming out. i want to thank members of the board of supervisors. i want to thank them for being here in this joint recognition of our commissioners and members of 14 different bodies that will be appointed today to committees and commissions. i want to thank all the friends and family for joining us. let me say how excited i am this past week, i have been watching a certain convention. next week, we will have an even more exciting convention to watch. it is of course, in the spirit of the expected national, regional, and state elections we are preparing for. it is also a reminder of the importance of our civic duty and all the different departments we have created. public engagement is extremely important to the way we run government in san francisco. it has always been about public engagement. we need the last bodies come a different viewpoints, different economic classics -- classes, ethnicities, and regions of the city to be well-represented on everything we do because that is what makes our city great. it is that th
a city where there is very wealthy and very poor people. so i would like to give a quick shout out in that direction to supervisor olague, who is having the san francisco housing authority try to film its meetings. it doesn't even meet at city hall and this is the kind of inequity i'm talking about. we need accountability. so i appreciate that and we need that. thank you. >> thank you, mr. everett. >> i'm the type the progressive who grieves believes that we're only as wealthy as the least among us. so means that in san francisco we can only go as far as the african-american young men and women who have been economically disadvantaged for generations here in the city. we need to provide jobs. with when we talk about green jobs of future and sustainable produce, we need to talk about how to feed the single mothers in those communities. we need comprehensive reforms to bring those disadvantaged communitis with us. we cannot provide those folks with jobs unless we reform our drug policies in san francisco, which essentially disadvantage and persecute young men of color who on a da
regions in the south bay and east bay would not share. would you support san francisco using city taxpayer dollars to pay mtc for the cost of providing free muni service to young people in san francisco? in other words, if mtc isn't willing to do it on its own, should the city be paying more money into mtc to get the service out of mtc? >> as a last resort. that would be certainly the last way of funding it that i would look at. there is a continuity problem between the different transportation agencies that make it a little bit unworkable. at this present time i think one of the ways to deal with the issue is to see if the nuts and bolts of it can be tweaked a little bit to make it into a workable solution. maybe that may take a little bit more time, but i don't think as a sort of knee-jerk reaction we need to put the burden on taxpayers. with that being said it's vitally important for people to get around and especially those who can't afford and if you are a young person, i think that is a very important consideration as well. again, the focus should be on tweaking the nuts and bolts
to narrow it down like that. i really feel that city hall and residents and students and small businesses just need to have a much less adversairal relationship and i know that is very generalized. i am interested in making things easier for homeowners and students and visitors and one of the things coming up a lot in this campaign is public financing and i have taken a stand from the very beginning they would not accept 1 dollar in public financing money. not that i oppose it per se but these are hundreds and thousands of dollars and we are losing money and candidates are spending it on consultants in walnut creek or in san jose and one way is to keep money here in san francisco by changing the system. >> mr. crawlly same question. what in your opinion is the single most policy issue in san francisco and if elected what would you do to address it? >> well, there are several and i believe that if i am elected supervisor the first thing i will deal with is public safety. as you know there are 344 police officers that are retiring by next november. in this year's budget there are approxi
what we see now is a bit of an abuse in terms of the number of vendors that the city has leased space to in our parks. and parks and recreation is for parks and recreation and not necessarily should be a place where we are leasing space to more vendors than we particularly need in specific areas. there is a place for vendors, for food vendors for various vendors in certain areas of the parks, but i think we are focusing way too much time on trying to figure out how we generate revenue for the city more so than we are trying to figure out how to make sure that those uses are good uses for the people who use the parks . >> julian davis here. you know, i think we're seeing somewhat of a crisis in our parks and recreation department. i found that the department is severely mismanaged. we have synthetic fields going we have privatization and commercialization of our park spaces. we have rec directors being fired and park patrol officers being hired. we have onerous fees for access to community space, pricing community events out of our park spaces. the question is about whether particular
in the city. i want to thank you for coming to this because it shows that you really care. i want to ask you a question. some of then transfers for an eatery that serves beer and wine to patrons, when someone wants to transfer or someone else wants to buy the license, if it says on there now live music or no entertainment, and the new person that -- no live music or no entertainment, and the new person that purchases it, they want to modify the conditions. they realize if a petition to modify the conditions, they run the risk of maybe not having the license transfer to them should the modifications be declined. some of these laws on the books a little archaic, and i will give you an example. we now have live entertainment in san francisco, which allows amplified music until 10:00 p.m. if the conditions has no entertainment, and the entertainment, it also includes this limited live provision. we have determined in the city that this legislation is good -- good legislation. there's no conditional use requirement to have this. a lot of people today want to have food, drink, and be able to have
the reagan and bush eras. and we could use that revenue to fund our public schools and restore jtor city college. >> thank you, miss selby. >> two of the things that are being done this november and i would love for to you vote for both of them, 30 and 38. those are two measures that would raise money for education and money in education is in dire straits. it's okay to vote for both. i also do support gross receipts. and i'm a small business person, and i wanted to let you all know that i have done sort of looked what i pay now $9,000. i have seven employees and i pay $9,000 a year and i will pay $750. so for small businesses the gross receipts actually does help and does not put the burden on the little guy and it is progressive and so it does become progressively as you make more money. many one concern with small businesses there are businesses out there that have a lot of gross receipts, but they have no profit. and this is something that the only thing that concerns about those two things. finally i would be okay with reinstating the vehicle license fee at the levels it was befor

, formerly san francisco convention bureau is one of the leaders of the city and has done so much for the industry and for sf travel. and he is going to tell you about the plans for the moscone center expansion. he has done so much and created the san francisco tourism improvement district in 2009 and that actually is helping fund this whole structure. so i'm just going to let joe dallesandro. [ applause ] >> thank you, mary and it's exciting to unveil the moscone district and master plan. we asked san franciscans a lot of questions about tourist and hospitality and what makes san francisco tick? 98% of san franciscos of believe it's very important. 94% say tourism has a positive impact on the budget of san francisco's city government. 78% say tourism makes san francisco a better place to live. 80% say that san francisco has a healthy balance of tourists and resident activity and 78% believe it's important to update and modernize the moscone center. that 78% is similar to the numbers that we heard for support of the arena. why expand? interestingly moscone is probably the most s
staff and the city attorney think of changing the reference to a sunshine ordinance rather than a cpa ordinance? >> i think that falls on the list to look at later. so we can do some background comparison before we make a change. >> okay. anyone have a different view from the staff? or city attorney? >> the definition that we mirrored in 6720-b of what public information is. 720 is broader and it does define what records should be disclosed. i don't know if that's a necessary problem. but again it's something that we can address later if you want. >> mr. shin? >> i don't have much more to add. i am not sure as a practical matter whether using public information very public records is different of how a commission would address a complaint before it. and i would note that sunshine ordinance does use both terms as well. records and information is referred to interchangeably. >> 6720-b of the ordinance directly mirror 6252-e? >> it incorporates and i believe you have it in the page i handed out. in case you need a copy. >> i have 67 -- >> it's actually 6724 that defines what records must
agree with norman that it really will literally drive people out of the area and down to south city or some other area in which people want to come to this part of town for the small town experience that we have and shopping in westportal or walking around getting lunch at ocean or some place like that, but it's also speaks to something i mentioned earlier. it's another way that city hall is butting heading with residents and businesses. when residents feel threatened by the government they don't trust the government and we need less of the head butting and yes the city needs money but we can't do it on the backs of small business and the threats to residents and i completely oppose the meters on sundays and late nights. >> mr. crowley. >> in district seven i think it's necessary to dismiss this idea all together and let's not forget the holidays and they hit them as well. a one size approach doesn't fit this and i suggest the parking lots at the ball field and we do dynamic pricing and that is one solution that is dense and know they're going to pay for parking and looking for so
's going to be a fix here or something that would work here in this city. i was wondering if staff, whoever would want to take it on, could find out what their policy was on that and maybe we could have a chat or discussion on it and see if it's a possible fit for up here in the city. it struck me as a very kind of matter of fact way of dealing with some of these blighted properties in a kind of not as expensive way of having to go through the city attorney's office and so on, thing in some of these cases. it would be a good first step. i don't want to get ahead of myself because i don't if it's a fit. it struck me as a good policy. in talking with the bureau chief, who is robert steyn beck, i believe, he said it was quite successful down there. so, with that i kind of would like if maybe we could work on something like that and staff can get hold of me off line and we can talk more about it and see if it's something. commissioner walker? >> just, i wonder if we can -- i think when we talk about our notice of violations and the open cases, we ask for a periodic report back. so, maybe at the
looked at the city's -- and this was the climate action plan in conjunction with the climate action plan process what it would take to achieve the greenhouse gas emission reduction goal, the transportation sector of that, all while trying to maintain competitiveness for attracting jobs and employees. this is an example. if the findings from the climate action plan being worked on in conjunction with the city, you can see that the amount of new infrastructure and level of demand management that it would take to get close to our goals is really not to be underestimated. so, with these goals and needs in mind, we conducted two calls for projects last year. one of them was in conjunction with the regional transportation plan called for projects, it was mentioned earlier. we got submissions, priorities from all of our partner agencies, all of our agencies that operator provide services [speaker not understood] in san francisco as well as from the public. and a lot of what the public is calling for is that we call programmatic types of investments, traffic calming, pedestrian safety, improved
from staff and city attorney. >> to be honest, when this was drafted i don't think that staff was contemplating that there would be one person on this own dealing with this. the idea was that one person hold the hearing and ask thei questions, and you don't do it as a whole but you deliberate as a body. the hearing officer is the one procedurally running the matter, rather the decision as a body. that was staff's contemplation. not that we would have a separate matter with only one commissioner present. and that one commissioner making a decision. always that a full body would deliberate. and the hearing officer would procedurally run the hearing. if that's not clear, then we certainly should make it clearer. >> yeah, i think we should make that clearer. >> because i thought one under the idea, one commissioner or one hearing officer is speed. so say once it gets assigned, hopefully can get sent maybe within a week or so. so at the next full commission meeting a report can be made back to the commission. saying we have had the hearing. here's what we think it should be affirme

-by-block and talk to you about what is really underway. so let's start here. on our tour at 5th street, with city place, which has an apt and very appropriately new name. it is called market street place. the project will become 260,000 square foot retail center, which we expect to break ground next year. across the street, 950 market is a conceptual project, a collaboration of non-profit organizations, and art groups and funders to create a mixed-use project. this is a critical part of market street, which must be developed and occupied by uses that will be active, vibrant and community-friendly. down the block at 989 market was the first building to be occupied by a tech company last year and just last month they were joined by zeus, the romantic social network that i know all of you who are single in this rooms have used [ laughter ] and i suspect some of you who aren't single may have used it as well. [ laughter ] zeus started in 2007 with just a handful of enterprising engineers and they grew and grew until they realized they were out of space and had to move. i'm pleased to be joined by the
are celebrating that today and also celebrating the finish of the whole city park, and the water improvement program. >> you know the whole program is a $4.5 billion and there are still projects happening in the bay area and the rest, but this is it for san francisco and we want to celebrate that. and when we finish this, this reservoir, actually handles about 15 percent of the water of san francisco. and so we will just be that much more secure in terms of our water supply for san francisco. we have a lot of people that are with us today and i will be introducing them as we bring them up here to speak. i do want to make sure that we without a lot of people involved. we have the supervisor and the people from labor here and it comes together to makes the projects work, and the sj amoroso and this is the project that they are working on and thank them for being here also. what i would like to do now is introduce mayor lee, he has been involved with the program since day one and head of dpw and as the city administrator and as the mayor and so he has been with us all along as we work through t

's gotten a lot of attention is in chicago in 2008, a partnership paid the city $1.15 billion for 75 years worth of parking meter revenues and since then parking rates have gone up and the partnership is expected to turn a huge profit. the group bills the city every time a parking space is taken out of service. rahm emanuel is pushing back saying he's not paying the penalties. i know it is just one example, but how do you answer the critics who can find flaw in every one of these public partnerships? >> you have to craft it in a way to provide value for the citizens and jobs is one way of looking at that. you don't want to cause the citizens to pay huge amount of other dollars in fees in additional parking and taxation. that's why they've got to be crafted in a smart way and it's not always just an infrastructure project. it might be some kind of, not traditional infrastructure, you might decide as a nation you want to really invest in the grid, for example. so, how do you make that happen? so, partnerring with the private sector, everybody has a role. if you don't have the government as a

to you there is a list of the 15 official schools that are participating in the city's safe routes to school program and there are contact people and the start times of those schools so you can figure out where the closest school for you to meet up and walk in with the students if possible. i know mr. yee will be with us at the city central event at buena vista haraceman and ms. mendoza can testify it's really fun, and i wanted to let you know this year we're celebrating a big victory. walk sf has had a campaign over the last couple of years and we had success this year because san francisco is now as of this april the first city in the state to have expanded safer school zones city wide so 181 school there is are 15 miles per hours speed zones and the police are out enforcing them and will see next wednesday and that is far more than any other city in the state. the city that started this has five 15-mile an hour zones so we really -- >> [inaudible] >> yeah. exactly. and other cities are looking to san francisco now to follow our lead and so i hope you will drive carefully on
that is expected to happen here at the region and specifically here in the city. and we also discussed some of the challenges that are facing not only the city and county of san francisco, but the other jurisdictions as the region moves forward with its transportation plan. as you probably are aware in your agenda today, we will have later in the agenda a presentation about the san francisco transportation plan, which is actually the long-range vision for transportation investment by the authority here in the city and county of san francisco. that plan is mandated by state law and its purpose is to really figure out what the transportation needs for the city long-term are. and, so, i think it's important for us to begin the discussion of what those needs are, what the future looks like, and what the challenges in meeting the needs that the city has and will have, what those challenges will be. we need to think about this issue and specifically focus on ways in which we can bring revenue into the system, the kinds of investments that need to be made not only by the county transportation auth
